Picked this up off of ebay and was pleasantly surprised. When I received the coin, I found that the image is rotated about 15-20 degrees.

I know that these are not the best quality pictures. With that being said, does anybody have any ideas as to the condition of this coin based on the pictures provided, and what kind of value the rotation adds to the coin if any.

I do not believe that the die rotation is sufficient to warrant a premium over regular.
judging by your images, I would venture to guess it to make F12. the queen has a lot of worn hair...
what you perhaps should look for in NS and NB coins are varieties.

^I'm not really looking at getting too deep into collecting provincial coins at this point, and I generally don't hunt for error coins. I wasn't really looking at this for the rotated stamp. Just something that I noticed when it arrived in the mail.
