sold an item last week, the buyer paid with paypal yet only paid the normal mail rate for bank transfers, instead of the registered cost required with paypal.
i have been in contact a few times and let him know and asked what he wanted to do. he asked how to pay the rest so I gave him the details needed for him to paypal it to me. now I havent heard back in 3 days and no payment made as yet.
should i.
send it anyway?
cancel the sale and refund him?
or report it to ebay? not my preferred action.
or send him another message and wait a few days to see if he replies this time?

send another message and ask him to pay and inform him you will take action with ebay after that. That usually works for me.

Send it anyway.
It may cost you an extra couple of bucks but if you don't send it registered you are leaving yourself wide open.
Next time you list just make sure that the postage costs cover the registered postage and you will never have this drama again.
Don't forget to put the reg # up on the ebay site so the buyer can see where the package is at

they are already packaged ready to have the address put on them. I just might stick them in a normal envelope and send them registered thats a bit cheaper for me. but I might make one more attempt at contact first.

If you had it in your listing as a cheaper postage rate for bank transfer, the buyer obviously chose that option to save on the postage costs.
You should just send it registered and wear the extra costs.
You have already saved money by not having to pay the pay pal fees anyway.
if you keep trying to get the extra couple of bucks from the seller they may think that you are trying to " Double Dip " on the postage and leave you bad feedback as a result.
Play it safe and just post it mate

well they should have it by now, going to leave feedback to them stating what they did, just about had enough of losing from my pocket when I can barely afford it as it is.
