Even though the second clash does not make it to the leaf , is this considered a double hung 8 ?

I'm not an expert about this but I would assume if there is a second clash it should be considered even if it doesn't quite meet up with the digit. Just my opinion..I'm still learning about all of this myself.

That is at least a double hanging 8, congrats. It doesn't have to touch the leaf to be hanging, although when it does it's a nice bonus.
