This isn't actually a coin - but a jewelry piece - used for costumes.

This looks like an imitation of a gold cedid of Mahmud II, sultan of the Ottoman Empire 1808 - 1839. Quite decent imitation, with almost readable legend - "Constantinople mint", with no nonsense dates - "ascension AH 1223, regnal year 31".

Still, I agree with Bacchus.

Do I see "1913" at the top of the first image?

Yep. It's an 18K gold replica. An upper-class version of one of these, because it's actually made of gold.
