The answer to one of your questions can be found in the set's packaging. What you have is the official 2011 mint set of circulating Singapore coinage as produced by the Singapore Mint (SM) under the authority of the Monetary Authority of Singapore. These sets are issued annually by the SM just like the uncirculated/mint sets from the US Mint and Royal Canadian Mint. The store you bought it from was likely one of the Singapore Mint's outlets. If it's the museum/store located in a shopping district above a restaurant -- I bought the same set while I was there last year!
As far as value goes, in the US and Canada, it is likely worth less than the $16 you paid for it due to the low local demand. These types of sets rarely show big increases in value. Hopefully, you'll get your "value" out of it by keeping it as a souvenir of your time in Singapore.
