I am assuming your are referring to the uncirculated commemorative not the proofs. In that I did look at a few to compare from the separation date you had mentioned and found no significant differences in the appearance of the surfaces.

I believe I've noticed what you are describing but not necessarily with the clean pre-/post-2000 break you referenced.

I've noticed over the past few years that some of the UNCs I've received from the Mint have had more of a frost then earlier pieces -- some much more -- but not all of them. For example, my 2007 Little Rock and 2010 Boy Scouts coins are heavily frosted, but my 2005 Marshall dollars look just like my Atlanta Olympics coins from 1995/1996.

I chalked it up to receiving some coins struck with die's that were early in their production life and other struck later in the die's life, with the "frosty" coins being earlier -- but that's purely a guess on my part.

I couldn't find any info on their web site stating as such, but I didn't think they did.
