Looks like a victory dragging captive, I think this is Arcadius...am I right?

Would need a larger picture of the obverse to confirm, but from what I can see I think you are correct.

If you could make it as big as the reverse that should do it
The style of the bust looks late 4th early 5th century to me, you could very well be on the mark with Arcadius.

Can you make out any of the legend? The first two letters should be DN followed by the name than PF AVG. Based on the letters that I see, it is most likely Arcadius. This reverse type was used by several emperors of the time period so that is not going to be much help.

I can only make out the ?VG on the end. However, I think I can make out 15 "bumps" were the letters are even though I can't really read them...that would match with

D N ARCADIVS P F AVG aracdius

or

D N HONORIVS P F AVG honorius
