The numbers DLX....are higher up from the base of this note and also the bottom band is wider, as hence the top is narrower...is this normal for this year? I have compared it with other years and it is different. On the reverse, the word Australia is closer to the top

It's just a slightly misaligned cut. "Off-centre" cuts like this don't attract much if any premium unless there's actual pieces of the design missing and/or bits of the designs of adjacent notes showing up around the edges.
