Although I have not yet had a chance to clean this one yet, it seems that I have not encountered this reverse type before. Is this a Theodosius? If so, might any of you kind experts know of a potential mint? Thanks!

I think this is a Theodosius I with a SALVS REIPVBLICAE, victory dragging captive reverse similar to RIC 86b
