This thread is awesome, I joined just to participate in this, also I've been reading a bunch of threads before I saw this so I'm sure I'll participate in other discussions too.

Yes! this is what we need to do, everyone who works a register should try to give them back to people as change. I work at a bike shop and I'm definitely going to start handing them out every once and a while. Although I'm sure many people will refuse them, haha.
