I don't think this is a cutting error because the obverse does not match the reverse. I'm very unsure about this, and the bill is not in good shape either. But for educational purposes what do I have here?

It is a misaligned note. Not worth any premium, since some of the design isn't missing.

Great eyes for noticing it though.
