The only silver penny struck in 1896 was Maundy, and it looks different and it would be of much smaller size. I think someone did a chemical experiment on your penny, something like a silver wash or a mercury rub ...

I'll take this coin to a dealer this week and get an assessment....doesn't look like its been tampered with

i have several british pennies from the same time period that look exactly like this EXCEPT mine are copper/bronze (w/e they used). but as svslav said, it looks like a chemical experiment or something..the size of the coin is right, just not the metal coating.
