It was brought to my attention from another member that he could not e-mail me and if I could unblock it. when I went to my profile section I couldn't activate it. so my question is do I have to have so many post to have my e-mail active?

Not sure if there is a post count minimum requirement.
On your profile, at the top left below your email address is a setting
