Mexico Centavo With Arrows And Star Countermark

I have been trying to find this countermark for awhile and finally took some pictures of it. I took it to a few specialized Mexican coinage dealers at the Long Beach Expo and none had a clue. Hoping someone might know a little about this. The centavo is very worn and has no discernible date. The countermark has 2 arrows crossed over a five pointed star, almost like an asterisk.

The only thing that popped into mind is Sweden used to use crossed arrows on their coins.

I did look into Swedish coins and some have the crossed arrows, but not the star. I guess it could be a local vendor, fraternal organization, or something along those lines.
