My hunch is someone painted this. I've inherited this collection from my father who has recently passed and I don't know anything about coin collecting so I won't assume anything.

Does anyone here have any info on this? Is this been painted by someone in the past?

Some people even painted some 2001 Halves. They painted the portrait Obama on top of an American flag followed by some captions and comments on the other side.

Improperly cleaned off paint.
You can hardly call that PMD.
Just clean it a bit better.
