When that happens everything is taken into consideration,I see some minor scuffing on the reverse at 5 oclock and what appears to be a small nick on the obverse at 9 oclock.
The die states of these never vary much so strike quality is almost always the same, They leave the mint at just about the same grade and all that determines a higher grade is a lack of hits,scratches and other distracting marks.
