Don't think it's missing a layer, looks more like environmental damage.

Hey John1, is it possible file marks on the obverse ? maybe planchet damage?

Those abrasions do not appear to be on the rim of the coin. Could it be a defective planchet?

Just rolling marks from finishing the stocl material to make planchet from. They don't always disappear.

Note they run in different directions as they are struck in different directions on the planchets. (Also shows this isn't on the dies)

but why is the surface not shiny like normal, it's very dull, and on the reverse it looks like a layer of something didn't get completely finished. see the shiny area and then look at the rough parts around that. it feathers down to the shiny part.
and the "D" looks odd, are those punched manually on 1996?

Just curious to learn what causes this, don't mean to pry.
