I found this tonight at work, caught my eye immediately. It weighs 8 grams exactly.

It looks plated to me which means post mint damage. There are companies who put coins through a plating process to make them look different and then sell them in a set to people (usually non collectors or beginning collectors). When the buyers want to sell the coins and find out they are not worth more than face value they spend them.

Normal weight for these coins is 8.1 grams... I initially thought it was plated but it's under weight and has a rim ding with no color underneath

A few tests tests to find if is OMS or plated:

1.) Weigh it. If OMS, the weight may be slightly different.

2.) Comparison ring test with known standard coin.

3.) File a tiny nick off the edge, and examine the substrate metal for different color with a microscope.

4.) Examine an area that has sharpest detail on a standard coin, and compare the same detail on the coin in question, using a microscope. Some definition is lost by a plated covering.

Keep in mind the weights have a tolerance to them. 8.0 grams is not under weight. It is within tolerance. Also the plating could be very thin only adding a small amount to the weight.

Aye there aren't any planchets handled by the Mint that it could be struck on by mistake that are that color.

It's most likely plated, but a scratch test is really the only thing that'll show it.
