Does anyone know what this coin is ? And value? One side is blank.This coin is a little smaller than a dime.I can't find it in any books

From what I see in the pics your coin is not a coin. There were no half dollars made the size of a dime. Your piece was probably used on a piece of jewelry. Just a guess.

Yes, the US mints have made coins for other countries in the past. No, this isn't one of them.

Given the reduction in size, I'd assume it was play money. But given that the other side is blank, it's likely it's an imitation coin intended for being mounted into something, like a piece of jewellery, a book or a piece of furniture.
