Not PMD, planchet laminations(or delaminations in this case) are caused by a flaw in the alloy itself. That flaw can cause layers to separate and peel away from the planchet. Laminations will frequently be in a straight line and you will see the natural grain of the alloy when one peels off.
Lamination= layers are separated but still attached Delamination= layers have peeled off the planchet
