I'm looking along the back of the head and maybe bottom of the neck. The chin part is just a reflection I think.

Marks like that on profile of the bust is always Machine Doubling. On a doubled die the doubling on the bust is always rounded.

It looks rounded looking through my 8x loupe. I've seen examples of shelf looking MD and this looks different to me.
I'll try to get a better picture when my dino-lite arrives.
