I found a cent today and it is not flat. At the widest point it is 1.6mm and the smallest is 1.3mm. It was enough that I saw it with the naked eye and pulled it out of the change. What would cause this to happen?

Unless you post a photo, we can't determine if it is post mint damage ( PMD) or not. If it is PMD, then it is just worth a cent.

That is just the way they look at times. It depends on how the setup of the rim on the coins and the striking pressure during the strike. I see them often. They are common.

I didn't expect it to have any value, I was more curious how the coin came out not being flat? Thanks for the info coop.

The more I understand about the minting process the less stupid questions I will ask.
