These generic type tokens have been made with similar designs by numerous manufacturers for sale to use in machines (arcade, vending, carwash, parking, etc) where the owners either can't afford or otherwise can't be bothered having their own specific tokens made.
The "OC" monogram is indeed a mintmark, for Osborne Coinage, a private minting company which still makes tokens today.
