For 1964 and earlier, all proof sets were made in Philadelphia, but they did not include the other Philadelphia circulation strikes in those sets.
From 1968 to 1974, the San Francisco Mint made circulation strike Lincoln Cents, but the proof sets did not have those additional cents.
From 1968 to 1970, the San Francisco Mint made circulation strike
Jefferson nickels, but the proof sets did not have those additional nickels.
From 1979 to 1981, the San Francisco Mint made circulation strike
Susan B Anthony dollars, but the proof sets did not have those additional dollars.
Proof set are
proof sets, not mint-mark sets.
If they sold it as a "mint mark set" then you would have a valid point. They do not.
