Someone had a set of dies, probably their initials, and hammered 'em into the coin.

There are those who like to collect counterstamped coins. The counterstamp is often the name of a business. If the counterstamp can be associated with the history of a business or person they can be worth a premium. If not, the counterstamped coin is often considered a damaged coin.
