Found this. Looks pretty. I'm curious if coins can tone this way naturally, or if someone applied a heat source?

The better way to look at toned coins is "market acceptable" or not. This coin would probably not slab, the toning would be considered "market unacceptable" because it looks to be due to chemical exposure of some sort.

I found a blue 1990 the other day. It was in the dryer my son left it in his pocket when we washed clothes.

To answer the question, Yes they can, and do, tone naturally.
One of my favorite Lincolns.
