Do TPG Populations Have Any Relevance To World Gold?

I'm considering a 1918 India Sovereign, currently in an NGC MS64 slab. Indicated population is 68/1 for this one, of a total of 264 graded. I've access to good-enough pics to believe the grade is warranted. It would take 50% over bullion to acquire it. I'd do that in a heartbeat for a US Half Eagle, and I'd seriously consider it with this one if the slabbed population were a decent indicator of conditional rarity.

Hence, the question: Is the NGC population any indicator of reality?

Dave, is there significant enough difference in value between MS-63 and MS-64, and MS-64 and MS-65 to play the crack-out and resubmit game? Seems to me the NGC population report would be reasonably accurate if it were likely that there were few inducements for crack-outs and resubmissions.

Also, given that it's gold, there isn't crowding around the MS grades as there are for silver and other metals. The PCGS pop report I have shows a reasonable spread from G through MS although I don't suppose there's any way of knowing if this is representative of the actual population in these grades.
