I thought a braodstrike happened when there was no collar? I also thought the collar made the reeds?

The collar was partially engaged, so it made reeds on part of it.

Looks to me like it is a tilted partial collar where the clearance between the dies was minimal giving a strong strike with high strike pressure. When looking at the reverse, the collar was partially engaged and tilted with the low point below the anvil die so there was no collar contact between the 8:00 and 12:00 position. This let the coin flow out to a larger diameter at this side.
