I know this coin is badly MD'd But what is the buldge in the S on the bottom and the Top in between the curves?

Your image is too pixellated to see any fine detail, but fortunately your description is good enough that I happen to know what you are talking about. These bulges are a normal part of the 1968S mintmark punch.

There is only one listed for 1968 and it doesn't look like the one described in the post. I have seen these too but don't keep them. Maybe there was more then one punch used?

The mintmark style is the same throughout the year. Whether or not the bulges show depends on how deeply the mintmark was punched into the die.
