Hadrian without a doubt. I can check for the attribution in a few moments.

It's hard to be certain but I think it is RIC 570: Hadrian AE Dupondius. 119-122 AD. IMP CAESAR TRAIANVS HADRIANVS AVG..., radiate, bare-chested bust right, drapery on far shoulder / PONT MAX TR P COS III S-C, Annona standing left, altar and forepart of galley at sides, ANNONA AVG in ex.

Now that I look at it closer, I'm not certain I see a Radiate bust, but rather a laureated bust. Do you have the means to weight and measure the coin? That will tell a lot as far as attribution goes.

At that weight and measurement it is probably a Sestertius and possibly RIC 549

I can make out the obverse legend. It says HADRIANVS AVGVSTVS. Hope this helps.
