IMO I would not consider it off center. A good measure, and the same used for misaligned dies, is if there is any design missing it could be considered an error. This one looks to be within tolerance.

You need pics of the obverse and reverse to differentiate between off-center or misaligned dies...but as already stated, this is not extreme enough to be considered abnormal.

Some info in the event that some may want to know the difference between the two. In an off-center strike the planchet is incorrectly inserted into the striking chamber so that only part of the coin makes contact with the dies. On this type of error both sides will be off-center to the same degree. In other words, if the obverse is 45 degrees off-center the reverse will be 45 degrees off-center. In a misaligned die strike one side will be off-center and one side will not be. It is the die and not the planchet that is out of place on a misaligned die strike as opposed to an off-center strike in which the planchet is out of place.
Unless the reverse die can be out of place (if that is even possible) or even both dies out of place at the same time.
Maybe these acronym's will help one remember more easily.

MADD (An extra D added to MAD) Mis-Aligned-Die-Die

OCP (P added to OC) Off-Center-Planchet

And this coming from Mr. Acronym hater himself

Indian thank you. The back of this coin is normal so this would be considered a misaligned die correct? I'm still learning and I appreciate your answer.

Correct! A minor misaligned die, but still a misaligned die.
