obv is like VF sandpaper.
rev is perfectly normal.

definitely a missing clad layer this is a pic of one. worth 15
dollars and up in good condition

Looks good to me, even though the obverse doesn't have the shine like the reverse at least there isn't any orange pealing effect which would show if acid dipped

Would that be the norm for a missing clad layer to have
one side rough and the other side smooth ?
That obv. just does not look normal to me as compared to the pics. of an actual one that was posted.

I am no pro but Lincoln cents are not clad they are copper plated zinc. The OP's coin looks to be PMD to me. Lets wait for a few pros to chime in on this one.

As John said the current cent is copper plated. There is no cladding involved with the cent. This cent appears to me to be PMD. I think the plating was removed outside the mint and the one side was polished to try to replicate luster. Genuine unplated cents have the luster visable on the surfaces.
