To CCF! Your coin is not an error it is PMD (Post Mint Damage).

So did someone do this with a tool? I thought it could be an error because of the pushed in edge.

I agree with post mint damage. The pushed in edge is one of the clues it is damage. WELCOME to the forum!

Impossible to say what caused the scrape...could be tooled or any nuber of other causes. People sometimes do strange things to coins..If you are interested in error coins you must first learn all you can about the minting process. With this knowledge you will often be able to determine if something could happen at the mint. Some times we can only say how it did not happen...and leave how it happened to conjecture..

That was done with some kind of grinder either a wheel or disk. the discoloration of the edge caused by heat is the giveaway.
