Don't understand the connection with The Sunday Times, perhaps a promotional issue in association with the British newspaper and a Latvian organisation, or banknote collector organisation.
Perhaps this note " DIVI 2 LATVIJA RUBLI" was a suggested pattern for a proposed currency note, pre Euro.
It looks like the two red rectangles:

is an overprint.
Latvia now uses the Euro. The previous currency was the 'LATS'.
