I googled Sunday times bank note and found that there is a collector book that has been put out with the same name. Also the Latvian note looks real. Are the red Sunday times stickers? Proably a giveaway to promote the book.

Can't pay bribes with currency in brown paper bags with this one....You would get yourself killed. !....

I notice that there IS a serial number on it.
Question: How many were produced?

Don't understand the connection with The Sunday Times, perhaps a promotional issue in association with the British newspaper and a Latvian organisation, or banknote collector organisation.

Perhaps this note " DIVI 2 LATVIJA RUBLI" was a suggested pattern for a proposed currency note, pre Euro.

It looks like the two red rectangles:

INTERNATIONAL
CURR 2 ENCY
COLLECTION
FREE BANKNOTE

is an overprint.

Latvia now uses the Euro. The previous currency was the 'LATS'.

Well,
The red stickers are attached to the plastic cover and the serial number is KL566661.
Since aquiring the note it has remained in the cover so it is mint.
I think this could be an interesting one.

The note is a Latvia 2 Rublis. It is of the first series of notes issued by the Latvian government in 1992, following independence from Russia the previous year.

Some UK newspapers and other companies used to give away banknotes for promotional purposes, over a series of weeks. In the past they were even known to give out such as Japanese occupation notes and Chinese notes. I once bought off of ebay one of the Central Bank of China 1928 10 Yuan notes which came in a card promotional sleeve - cant remember who for; either a newspaper or a cigarette company.

I had some Sunday Times notes from when I was a kid, they came for a while, I don't really remember, the one I found at home was all crumpled from years of sitting in cupboards unwanted.
