yeah I see nothing that would make this coin a PL and definitely see no indication it would ever upgrade. I think they were generous with the 65 as it could have clearly graded MS-64 and would have made a nice 64. I think it went a little high on the price for the coin as this is a very common date and allot of nicer ones out there for that price
