Pretend like you have two coins. Both exactly the same except ones proof and the others uncirculated. Which one is worth more.

Depends on the coin. There are some circulation strike coins in the 1880's that are worth more than the proofs of the same date. No way to answer your question easily.

There are some NCLT coins that were sold by the Mint that were produced in two qualities: uncirculated and proof. In some cases, far more of the proof quality coins were produced. Although the proof coins were sold ex Mint at a higher price, in the aftermarket, the uncirculated ones with the lower mintages command a higher price.
