Id say it has. Looks like its fresh off the mint. If it hasnt been thats a very doctored photo or it was broken fresh out of a slab but I dont know why anyone would do that unless the slab said it was cleaned

the pictures are small, blurry, and don't really show the detail. His jaw bone and in front of the ear do look like some dirt stuck around. Those could be shadows from the light

Based on the terrible pictures it would seem (maybe falsely) to have a lot of luster. I don't think you'd have that mint luster if it was cleaned. Even with that it kinda looks cleaned to me.

With 4 bids so far it may well be an OK coin. As already noted though, photos are small and not great for a good inpection. For a reasonable price, might be worth a chance.
