My first thought was " Struck Through Grease" but there's something more complicated going on here... Look how far the bottom of the bust is away from the rim. Is the coin warped at all?
I have several cents just like this, possibly from the same die pair. They're double-sided grease strikes. These can look very similar to a tilted die error (vertical misalignment) and a tapered planchet error. But their weight is normal and there's no sign of excessive striking pressure at the pole opposite the weakness.
