You might be able to bring out some more of the detail by soaking it in either distilled water or olive oil.

It's a common coin with the Gloria Exercitus reverse design. Two soldiers with two standards. On the reverse of the coin, at the bottom exergue, there is the mintmark which says it was minted in Siscia. Difficult to attribute to catalog because of the lack of detail. As echizento said, it could use a soak for a few weeks or more. Use a toothpick to pick at the coin if needed.

I don't think ant abrasive cleaning is needed, not even a toothpick is needed.
Not always needed, but for this I think a wax such as RenWax would do the job of bringing out all the details, allowing us to see the legends.
The surface looks weak, hence the caution.

. But I also like to use a product called Deller's Darkener which may bring out the details w/o a layer of wax. Don't get me wrong, I use Ren Wax as well, but Deller's should do the trick.
