Cents are solid, not clad, so it wouldn't be a clad error. Well the later cents are bi-metal, but plated, not clad. This is pre-bi-metal.
Sometimes there are inclusions that end up in the planchet that cause it to fail by having a piece peel up or split away. This doesn't look like that. It's either a bit of woodiness, or there was something gooey stuck to the coin for part of it's life
