How would you grade this old tarnished dollar with the scuffed breast on the eagle?

I agree, this is better than a 63. 64 or 65. Beautiful toning!

The toning is gorgeous and will usually add, not detract, from the value of the coin.
I would grade this one MS-64

This is a GSA "circulated" coin

@ray1221 some of the nicest GSA's are in the holders not designated uncirculated. They put the coins that had dark color and or toning in the slabs considered circulated. I'm thinking if this was sent in to NGC it would receive a 64*.....I wouldn't mind having something like this in my type set.

I think it could grade MS-64+. The strike just looks a bit too weak to be graded gem but on a good day you might just get a 65. I think there is a very likely possibility NGC will give it a star for the beautiful toning.

GSA put every toned coin in a "Circulated" holder. It really tells you nothing about the true grade which, almost always, is MS.

Nice one, Ray. I'm going to say the slab says "Silver Dollar" as opposed to "Uncirculated Silver Dollar." Don't fret. At that time many dealers were dipping the tarnish out of these when they came to them like that and these GSA "graders" didn't know what they were doing and just threw the tarnished ones into the "Silver Dollar" slabs because they were afraid to call them "Uncirculated." You've got a nice MS63, there. Bump it up one for the market for the tarnish, MS64. If you're going to have it graded, my recommendation, send it off to NGC, they'll grade it right through the slab.
