Actually this is why you should go to estate auctions. I'd bet he bought that at an auction and that was rolled by the auctioneer who knew nothing about coins which is why they didn't know Tom from Ben. And they put silver on there so the auctioneer didn't sell it for $10.25.

And when they don't know what they have they don't advertise it well. And when they don't advertise it well you can end up being the only one there buying. And those are very good days.
