I have noticed that on some Lincoln pennies, his hair goes past his collar, and on some, his hair length is above his collar (in varying lengths). These lengths do not seem to have any specific dates as to whether or not his hair is long or short, as I have found both in the same years.
Any thoughts or information about this?

Abe got his hair cut twice a year, in the spring and in the fall. So it depends on what month the coin was minted, if it was minted towards the end of summer his hair should be below the collar.

I have no idea.

Two things...die polishing takes away design elements from the field first which reduces the overall profile of the design elements, to include the outline of the hair. This may make two coins from the same year appear to have different lengths of hair.

Second, the design used is changed every few years, which may change the appearance of the hair somewhat.

One thing to understand is that the same engraving - the same design - is used throughout any given year. Two coins that look different from the same year look that way because the dies were polished, altered, or the coins were struck softly - not because of design changes.
