it looks machine doubled, as I am led to believe was caused by the machine stamping the coin and not the die itself. It is considered common on many coins , and is caused by loose collars allowing the coin to move slightly upon being stuck by the die. it happened at the mint so I would guess some people consider it a mint error as it is not as it should be before leaving the mint. keep in mind that am a beginner and just trying to understand these things myself ! I'm sure the other posters will correct me , as they should if I'm wrong
