I concur, too many marks etc for an MS/Unc grade, The lustre is patchy as well.

I figured the photo was hiding the lustre. I think the lighting is killing it.

I would go with unculated, probably MS61 or 2.
It is often hard to find coins of George V1 of any British Commonwealth country where the hair on the side of the King's head is fully struck up.

You need to go to the British proofs of 1937 for the standard for comparison, or perhaps some of the Canadian silver dollars.
