It does have a partial collar. It looks broadstruck. Is it both?

Broad struck or Off Center, same to me.
Some reeding present (not sure if on obv. or rev.)

By definition your coin is a partial collar. A broadstruck coin is one that was struck completely outside the collar. These errors are so closely related though, that even large 'broadstruck' coins may show some signs of a collar. A coin struck completely without a collar may also not even show much spread outwards. I may be wrong, but this is what I have observed.

I'd probably call that one a tilted partial collar.
