I'm new to error searching and would love to know a little about those denticles, too. Hopefully, someone here can tell you something about it and I look forward to reading their reply (probably as much as you do :) Nice coin, change4thebetter!
The denticles on the fields are fairly square and flat-bottomed in-between. The denticles on your rim look to be V-shaped... my gut instinct is that someone played around with a file or a fine keyhole saw, but they did one heck of a neat job... Are you able to take higher magnification photos of the denticles?

Post mint damage is my conclusion. Note that the collar (the third die) on 1 cent coins is not reeded. Denticles on coins are raised features relative to the fields. You need incuse elements on the dies, to cause denticles to do that on the rim. My earlier comment on the V-shaped marks still applies, someone spent a lot of time, messing around with this coin...
