At first, looking at the stretch of the numbers in the date, it looked like it was struck on a defective planchet. After looking closer though, I'd agree that it's just damage. The numbers are actually not stretched, but struck up full and then stretched out later on. Also, the damage increased the diameter of the coin, something that would not occur on a defective planchet that was struck in the collar. And, although it's not always the case, there is usually a corresponding defect on the reverse with a genuine defective planchet error.
