I am more of a coin collector and have recently aquired a 1899 one dollar silver certificte. Can I dtermine the value by the serial number. any help will be appreciated. thank you

Not by the serial number, but rather by the:
1) Design
2) Signatures

Interesting serial numbers could add value but a majority of the value would probably be determined by the signatures and condition. You can post scans/pictures of the note which would make it a lot easier to answer your question.

When you click on the Reply icon, you will see a link at the top in the yellow area for help uploading images. As with coins, the condition is very important when determining value for these notes. The existence of pinholes, tears, sharp or ragged edges and corners...all of these will be large factors in determining the value.

Condition is a major factor, any rips, tears, pinholes, creases or dirt will take away value.

I bought one recently for $75 without any damage except it was a little grimy and well circulated for $75 on ebay. It looked fine from the photograph but in the flesh was not as crisp as I would have liked. Some of these go for four figures in gem uncirculated condition.

Still however nice yours turns out to be I think it is an attractive note and a good addition to any collection... maybe it will get you started on notes, I find coin and note collection goes hand in hand.
