I was looking through some half dollars and found this one. The observe is off center. Is this considered an error coin? Does it hold any value (above the face value)? The reverse looks normal.

That is called a MAD and for it to have a premium some of the devices must be missing (falling off the edge). Your is close but no cigar. If it was mine I would keep it anyway though.

As an update, MAD stands for MisAligned Die. This much of a MAD isn't worth a premium, but if it was just a bit more extreme it might be worth holding on to.

This would probably sell between $2 to $4 on ebay. Small premium but still.
